Frequently Asked Questions

  • Celebrate Foundation is the legal entity we’re incorporated under that defines how we interface with the bank and what we’re required to do through charitable law. The HBP is a project made possible by Celebrate Foundation and is the wider vision for the physical asset that Celebrate Foundation owns (aka the Building). It is made up of the collective efforts of Celebrate Foundation, New Heights Church, and Hope Central. Please make all cheques out to Celebrate Foundation.

  • The executive board reviews all charity donation requests to those apart of the 5 charities that the HBP has committed to in the financial year. As much as they align with the vision and values of the Hougen Block Project to return charity to the city of Mission, the board may approve a matching donation to your requested registered charity. You will be notified, following the board's decision, whether the HBP can partner with you in donating to a registered charity of your choice.

Feel free to reach out to Celebrate Foundation through phone or email to chat about the charity you have in mind.

  • Celebrate Foundation has a staff of three: an executive administrator, a bookkeeper, and a property manager. Celebrate Foundation’s board is a revolving board determined by members of the New Heights Church board. This means that the three directors (chair, vice chair, and treasurer) of New Heights board operate as Celebrate Foundation’s board.

  • “The disbursement quota is the minimum calculated amount that a registered charity is required to spend each year on its own charitable programs or on gifts to qualified donees, such as other registered charities.” The Hougen Block Project disbursement quota is calculated based on the market value of our property that is not used for charitable activities or administration, right now that means 3.5% of the value of the Hougen Block property (33122 First Avenue).

You can learn more about how the disbursement quota works here: (https://www.canada.ca/en/revenue-agency/services/charities-giving/charities/operating-a-registered-charity/annual-spending-requirement-disbursement-quota.html)

  • No, the Hougen Block Project (HBP) is not a church. But, the vision of the Hougen Block Project - to see charity returned to the city of Mission, was born out of the ideas and passions of members of the New Heights Church community, a church located in downtown Mission BC. We are closely connected in vision, but separate in operation, sharing the same board of directors. As a registered charity, New Heights Church is one of the benefactors of the HBP’s matching donation program.
